Can't see logon - Why can I not see a users logon?

Answer:
Users cannot see logons that are at a higher level than their own logon. (NOTE - this is different than seeing the logon but it being grayed out)

Example:

Joe has a logon of 6

Jane has a logon of 5

John has a logon of 3

John goes into Logon Management and does a search for Jane's level 5 logon.  He is not returned any results.

Jane goes into Logon Management and does a search for all logons.  She can see her logon and John's but not Joe's.

Joe goes into Logon Management and does a search for all logons.  He can see all three logons.
